Mandatory Requirements:

  • Well versed in contracts, accounting and finance in a government services contracting environment
  • Experienced in the development, application and analysis of annual budgets and indirect rate forecasts
  • Experience supporting audits by government agencies including Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA)
  • Extensive experience with all aspects of preparing cost proposals including pricing development and analysis
  • Experience interpreting Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience creating, reviewing, interpreting, and analyzing contractual documents including Prime Contracts, Subcontracts, Vendor Contracts, Consulting Agreements, Teaming Agreements and Non-Disclosure Agreements
  • Experience overseeing accounting function for month-end and year-end financial statements, reports, and tax returns
  • Must have strong leadership skills and be a strategic thinker
  • Must be comfortable working and making decisions independently
  • Excellent oral and written communication skills
  • Proficient in MS Office software; must be a strong user of Excel and Word
  • SECRET or meet eligibility requirements for DoD access to classified data. Must be a U.S. Citizen

Job Duties:

  • Candidate is responsible for all aspects of Contracts, Accounting, Finance and Program Control
  • Candidate is the main point of contact between intelliSolutions and prime contractors, subcontractors, and Government customers as needed for all aspects of contract administration and financial reporting
  • The candidate will:
    • Oversee, manage, and ensure accuracy and completeness of month-end and year-end financial statements, bi-weekly payroll, and job cost reports
    • Prepare annual forecasts and comprehensive budgets
    • Manage cash flow requirements
    • Review and negotiate a variety of agreements (to include teaming agreements, subcontract agreements, consulting agreements and non-disclosure agreements,) and develop related documentation
    • Support and advise management on risks, contractual rights, and obligations
    • Perform the review and analysis of RFPs, take exception to terms, as appropriate, write and submit compliant cost proposals
    • As part of cost proposal process, lead and perform pricing analyses and develop price-to-win options for management analysis and decision
    • Stay current with new laws and proposed legislation, interpret the potential impact on current and future contracts
    • Manage contracts and agreements from proposal preparation and negotiation through award, performance, and close-out
    • Establish and maintain positive working relationships with contracting officers, prime contractors, DCAA, DCMA, and other related organizations
    • Perform all project control functions including Estimates at Completion, monthly, interim, and ad hoc program financial reports
    • Prepare and submit all customer invoices
    • Perform, manage, and report on risk assessment for current and potential projects
    • Support the Facilities Security Officer (FSO) and other operations of the company as needed


  • Bachelor’s degree from an accredited college or university in Business, Finance, Accounting, Legal studies, or related discipline
  • CPA, CMA, or PMP certification is a plus
  • Minimum of 10 years of experience managing Federal Government contracts, proposals, and administration; preferably with a professional services company
